An apparatus for producing reconstituted tobacco sheets via a dry paper-making method, comprising a fiber decomposing device, a substrate forming device, a pulp spraying device and a drying device all sequentially connected; the apparatus has various material interfaces and a built-in pipeline humidification part; the apparatus employs multi-pipeline feeding to improve the uniformity and controllability of the feedstock; and the pulp sprayed by the apparatus contains a great amount of tobacco powder, tobacco extract and adhesive agent, the pulp has high viscosity, and the pulp can be fully dispersed by using the apparatus; in addition, the apparatus also avoids areas of over drying caused by non-uniform flow of hot air in a drying box.
