PROBLEM TO BE SOLVED: To provide an energy management system capable of independently taking a maintenance persons and users into consideration to thereby improve the operation rate of a facility and facilitate human resource development of maintenance persons thereby contributing to the improvement of productivity.SOLUTION: A maintenance personnel information DB 540 stores a piece of maintenance person information 541 relevant to preregistered maintenance persons. A maintenance person basis instruction form creation section 100 creates a maintenance person basis instruction form 006 based on a piece of maintenance person information 541 from the maintenance personnel information DB 540 and a maintenance schedule 071 from a maintenance schedule creation section 007. An effect calculation section 200 calculates an operation rate 007 of the facility and a skill improvement level 008 as a maintenance person relevant to the effect when a maintenance work is carried out according to maintenance person basis instruction form 006 based on reports from the maintenance person in a quantitative manner.
