摘要

A server control device stores, in a storage device, the correspondence relation between a terminal connected to a base station and an access point that may connect to the terminal instead of the base station, and executes a process for transmitting to the access point a terminal acceptance instruction including information used in determination of the possibility of connection to a terminal at the access point based on the correspondence relation according to sending of an emergency call.
