<p><P>PROBLEM TO BE SOLVED: To provide an antenna element and manufacturing method therefor, capable of preventing generation of dielectric breakdown due to a short circuit between electrodes with a simple structure. <P>SOLUTION: The present invention comprises optical conduction substrate 2 and a pair of antennas 21, 21 that are installed on the optical conduction substrate 2 and have mutual electrode sections 23, 23 for applying a bias voltage, facing each other at a gap therebetween.
