<p><P>PROBLEM TO BE SOLVED: To provide an individual identification device or the like for accurately performing individual identification even when the position of a feature point deviates due to the deviation of a pixel which occurs when fetching an image. <P>SOLUTION: An individual identification device 100 specifies one featured value calculation point A from an extracted feature point group (S201), and specifies feature points A1 to An in the order of proximity to the featured value calculation point A from the feature point group excluding the featured value calculation point A (S202). Then, the individual identification device 100 specifies the nearest neighbor point from the featured value calculation point A among feature points Ai to An separated from the featured value calculation point A by a predetermined distance X or more as a base point B (S203), and specifies predetermined number j pieces of reference points C1 to Cj from among the feature points Ai to An separated from the featured value calculation point A by the predetermined distance X or more (S204).
