Provided are an analog-digital converting apparatus for reducing horizontal noise by removing lamp noise generated by a lamp signal generator and power noise generated by a pixel array, and a CMOS image sensor thereof. The analog-digital converting apparatus may include: an OB sampling signal generating unit for generating interactively double-sampled OB sampling signals from the OB pixel signals by replying to a first lamp signal and the OB pixel signals from the OB pixel array; an active sampling signal generating unit for generating interactively double-sampled active sampling signals from the active pixel signals by replying to a second lamp signal and the active pixel signals from the active pixel array; and a comparing unit for generating comparison result signals by comparing the OB sampling signals and the active sampling signals.
