To provide a storage cell system and a method for arranging a cell module with which it is possible to restore system performance and to maintain long-term system performance. In a storage cell system (10), a cell board group is formed by providing a plurality of cell boards (2) that are formed by connecting a plurality of cell modules (1) that are units for replacement, the cell board group being connected to a PCS (3) for controlling electrical charging and discharging, and the PCS (3) being connected to a cell controller (7). The cell controller (7) has a deterioration diagnosing unit for diagnosing the state of deterioration by learning the properties of each cell module, a number assigning unit for assigning a number to each cell module in order of degree of deterioration from low to high on the basis of the properties learned from the deterioration diagnosing unit, and a rearrangement determining unit for determining the position for rearrangement of each of the cell modules such that the numbers assigned by the number assigning unit are in sequential order within the same cell board.
