The present invention relates to a method for controlling secondary cell operation of a terminal, and an apparatus therefor. In particular, the present invention relates to a method and an apparatus for controlling secondary cell operation by a terminal, the method comprising the steps of: receiving measurement configuration information for measuring a cell discovery signal; transmitting measurement information of a cell measured on the basis of the measurement configuration information and the cell discovery signal; and further configuring, as a secondary cell, a cell associated with the cell discovery signal on the basis of an upper layer signal.
