There is provided a small radio frequency IC device capable of easily achieving impedance matching without a dedicated antenna and an electronic apparatus. The radio frequency IC device comprises a radio frequency IC chip (5) arranged to process a transmitted signal and a received signal and a printed circuit board (20) including a ground electrode (21). The ground electrode includes a cutout portion (21a), and the cutout portion defines a loop electrode (31) and connection electrodes (31a, 31b) arranged to mount the radio frequency IC chip thereon. The loop electrode provides an impedance matching function, and the radio frequency IC chip is mounted on the connection electrodes.
