According to one embodiment of the present invention, in a macro cell which includes one or more small cells and communicates by a FDD, provided are an apparatus including: a transmitting and receiving unit which communicates with at least one network; and a control unit which controls to allow the small cells to communicate by a TDD and to generate control information to prevent hand-over from being generated and transmit the control information to a terminal, when the terminal moves between the small cells inside the macro cell, and a communications method using the same.
