The power receiving point current threshold calculation unit 8 calculates a threshold of power receiving point current and stores the threshold; and the insertion/separation determination control unit 12 compares the effective value of the current signal at the power receiving point calculated by the effective value calculation unit 11 with the power receiving point current threshold, and determines and controls insertion and separation of the phase advance capacitors 3.</p>
