PROBLEM TO BE SOLVED: To provide an image communication system which allows realization of an image communication environment of higher quality.SOLUTION: An image communication system 1 comprises a server 4-1 that is installed in each of plural private branches 2 and connects a terminal 3-1 in its own private branch 2-1 to a QoS-controllable network 5. The server 4-1 in response to a request from the terminal 3-1, establishes a speech session between the terminal 3-1 and a terminal 3-2 in another private branch 2-2, and relays a voice and image data transmitted and received in the speech session, between the terminal 3-1 and the terminal 3-2 in the private branch 2-2.
