PROBLEM TO BE SOLVED: To provide: an electrode layer with a resin, high in voltage efficiency and excellent in current efficiency and battery efficiency, at a current density of 150 mA/cm; an electrode composite body with a resin, including the electrode layer with a resin; and a redox flow secondary battery including the electrode composite body with a resin.SOLUTION: In an electrode layer with a resin, an ion exchange resin layer including an ion exchange resin is joined to at least one face side of a porous carbon electrode layer including carbon fibers. The ion exchange resin includes a perfluorocarbon sulfonic acid resin.
