PROBLEM TO BE SOLVED: To provide a civil engineering material and a manufacturing method thereof of using steel slag for expanding use.SOLUTION: A roadbed paving material 100 being a civil engineering material of using steel slag 10 is formed by mixing powdery slag 11 formed of the steel slag 10 and occupying 95 mass% or more in a rate of 450μm or less in a particle diameter, sandy slag 12 formed of the steel slag 10 and having a particle diameter falling within a range of 0-5 mm and massive slag 14 being a massive aggregate having a particle diameter of 40 mm or less. At this time, the powdery slag 11, the sandy slag 12 and the massive slag 14 are respectively mixed at a blending rate of 8-21 mass%, 30-60 mass% and 28-56 mass%.
