According to an embodiment of the present invention, a photoelectrochemical cell (1) is provided with: a first electrode (3), which is provided on a first surface of a photoelectric conversion layer (2), and which is provided with a transparent conductive film; a first catalyst layer (5) that is provided on the first electrode (3); a second electrode (4) that is provided on a second surface of the photoelectric conversion layer (2); and a second catalyst layer (7) that is provided on the second electrode (4). The first catalyst layer (5) has: a plurality of catalyst sections (9) that are disposed on the first electrode (3); and transparent dielectric sections (10) that are disposed in gaps among the catalyst sections (9).
