The present invention has a function of detecting the maximum amount of electricity, setting the amount of charged electricity according to a detected value, and setting charging conditions such as regional electric-power situations and a reserve margin for each time, each user, each region and an electric power company, and performs optimal charging and billing according to the charging conditions such as the use time, the amount of charged electricity, the charging starting time, a temporary stop in charging, and the charging restarting time while continuously managing the maximum amount of charged electricity, a voltage/current change point, information on the connection of an electricity supply unit and a charging device, the fee according to the use time, and fee information according to the amount of charged electricity. |
