Provided are the following: an electrolyte with which a secondary cell that is unlikely to generate gas and has excellent high-temperature shelf life is obtained; an electrochemical device such as a secondary cell that uses the electrolyte; and a module that uses the electrochemical device. The electrolyte comprises a solvent and an electrolyte salt, and the electrolyte is characterized in that the solvent comprises a fluorine-containing chain-like carbonate represented by general formula (1) and a fluorine-containing succinic anhydride represented by general formula (2), the fluorine-containing chain-like carbonate content is 0.001 mass% or greater and less than 90 vol% of the electrolyte, and the fluorine-containing succinic anhydride content is 0.001 to 20 mass% of the electrolyte.
