<p><P>PROBLEM TO BE SOLVED: To activate a communication terminal which is not activated under a condition of reduced limitations accompanied in constructing a relay communication system including a plurality of relay servers able to communicate with each other. <P>SOLUTION: An address filter information sharing unit (141, 151, 152) shares address filter information with a first relay server and a second relay server, and associates the address filter information with opposite side ID information and opposite side address filter information and stores it. A WOL instruction transmission unit 148 can transmit an activation request regarding a communication terminal connected to the opposite side relay server to the opposite side relay server.
