<p><P>PROBLEM TO BE SOLVED: To provide a band control technique for effectively using a communication band even when the packets of high priority are turned to a non-communication state and only the packets of low priority exist on a network. <P>SOLUTION: The band controller is provided with a queue control part a18 for dynamically changing a priority degree indicating the degree of utilizing the band of the network set to each of a plurality of transmission queues A and B corresponding to the state of each of the transmission queues A and B.
