PROBLEM TO BE SOLVED: To provide a system capable of notifying people as many as possible about disaster information and refuge places by utilizing call arrival tones of mobile phone terminals and electronic mail. SOLUTION: The system comprises a notification server comprising a call arrival tone database, a refuge map database and a user database; and a plurality of mobile phone terminals. The notification server comprises a means for updating the databases and when disaster information is received, the notification server creates call arrival tone data, stores the data in the call arrival tone database after assigning specific key information thereto, measures current locations of registered telephone numbers, originates calls to telephone numbers to originate calls thereto as targets after adding key information thereto, acquires suitable refuge information and transmits it to registered electronic mail addresses. When a mobile phone terminal receives an incoming call, the mobile phone terminal downloads a call arrival tone from the call arrival tone database automatically, sounds the call arrival tones using the call arrival tone data and displays the refuge information of the received electronic mail.
