PROBLEM TO BE SOLVED: To provide an optical modulation medium capable of providing display to clearly be viewed from both surface sides by optical writing from only one surface side using exposure light, an optical writing device using the same, and an optical writing method. SOLUTION: The optical modulation medium has an optical modulation element. The optical modulation element is formed by layering at least: a pair of electrodes; a photoconducting layer sandwiched between the pair of electrodes and having an electric characteristic distribution corresponding to an intensity distribution of exposure light by irradiation with the exposure light; a plurality of liquid crystal layers to which partial voltages of the voltage is applied, the voltage applied to the pair of electrodes, the partial voltage distributed in accordance with the distribution of the electric characteristics of the photoconducting layer, and into which visible images is recorded by an optical characteristic distribution according to the partial voltages and which have reflection wavelength ranges equal to each other; and a light shield layer disposed between two liquid crystal layers among the plurality of liquid crystal layers.
