PROBLEM TO BE SOLVED: To provide an charging roller providing stable, proper and uniform charging properties and output image quality, and to provide a process cartridge having the charging roller. SOLUTION: The charging roller is provided with an elastic layer B on an outer circumference of a conductive substrate A and a coated layer C provided on the elastic layer B and having a single or a plurality of layers, wherein at least the topmost layer E in the coated layer C contains hydrocarbon-based wax with a melting point of 110°C or higher and 170°C or lower.
