PROBLEM TO BE SOLVED: To provide a sanitary washing device in which the opening/closing of an opening/closing lid for water discharge nozzle and the opening/closing of an opening/closing plate installed at the blowout port of hot air duct are controlled and a toilet device having the sanitary cleaner. SOLUTION: This sanitary washing device comprises a casing having a first opening and a second opening, the water discharge nozzle installed in the casing and allowed to move forward and backward from the first opening, a hot air generating device installed in the casing and having the blowout port facing the second opening, the first opening/closing plate openably covering the first opening, the second opening/closing plate openably covering the second opening, a first drive means for opening/closing the first opening/closing plate, a second drive means for opening/closing the second opening/closing plate, and a control part for controlling the hot water generating device, the first drive means, and the second drive means. The control part so controls the first drive means and the second drive means that the first opening/closing plate and the second opening/closing plate are not simultaneously opened.
