A composition for scalp and hair comprising licorice root extract is provided to prevent dandruff and itching occurring in the scalp by supplying nutrients to the scalp and hair and inhibit side effects of its application. A composition for preventing dandruff and itching of the scalp comprises 20 parts by weight of the extract of Glycyrrhiza uralensis radix and 300-400 parts by weight of a medicinal herb solution composition which is prepared by mixing 3-5 parts by weight of ginseng, 70-90 parts by weight of mugwort, 10-20 parts by weight of Houttuynia Cordata, 10-20 parts by weight of Acorus calamus var. angustatus, 10-20 parts by weight of black bean, 10-20 parts by weight of mulberry leaf and 10-20 parts by weight of pine needle with 500 parts by weight of water, and heating and concentrating the mixture.
