PROBLEM TO BE SOLVED: To provide a server capable of reducing a time in a no speech state wherein no speech is carried out in a group speech. SOLUTION: The group speech server 200 for managing the group speech is provided with a group speech processing section 230 and a monitoring timer (speech data) 240 for monitoring speech data transmitted from a mobile station 10 to which the transmission right, which is a right of transmitting speech data to the group speech, is allocated. The group speech processing section 230 releases the transmission right allocated to the mobile station 10 from the mobile station 10 and allocates the transmission right to the other mobile station 10 when detecting time-out of the monitoring timer (speech data) 240.
