A method of fabricating an implant with improved surface properties and an implant fabricated by the same method are provided to obtain an implant that has excellent interlocking force with a bone tissue and to facilitate the formation of a bone tissue. A method of fabricating an implant with improved surface properties includes the steps of: depositing a base containing a titanium or titanium alloy in an electrolyte solution containing at least one of phosphate, fluorine ion and strontium ion; and making the titanium or titanium alloy of the base react with at least one of the phosphate, fluorine ion and strontium ion on the surface of the base through a hydrothermal reaction by the temperature, pressure and time conditions to form an oxide film having a surface structure on which minute roughness in a micro unit is formed.
