PROBLEM TO BE SOLVED: To provide a rolling tool for a spline capable of rolling a spline with a small number of tooth not more than 13, and a rolling process therefor. SOLUTION: According to the rolling tool for the spline 1 with a small number of tooth, at first, a shaft-like member M is pressed and held on a press surface 3 of a press tool 2, and the shaft-like member M is forcedly rotated. Next, the rolling of the spline with a small number of tooth with the rolling tool 5 starts while carrying on the forced rotation of the shaft-like member M by the press tool 2. This can forcedly rotate the shaft-like member M on a rolling tooth profile face 6 of the rolling tool 5 using a face to be pressed of the shaft-like member M by a press tool 2 as a drive part, so as to form the spline with a small number of tooth not more than 13 in the shaft-like member M by rolling.
