PROBLEM TO BE SOLVED: To accurately measure a force in a tangential direction of a circumferential surface of a roller acting between drive wheels of a vehicle. SOLUTION: The roller 7 is supported at a shaft 6 via a bearing 8. The roller 7 is connected to the shaft 6 via a coupling 10 and a flange-type strain sensor 9. The coupling 10 has such flexibility as to bend in a radial direction (r) of the roller 7 and the direction of an axis of rotation (x-direction) according to an external force and such rigidity as not to bend in a rotating direction (Φ-direction) of the roller 7 according to an external force. The flange-type strain sensor 9 has a flange 91 and one or a plurality of strain sensors 92 fixed to the flange 91. The strain sensors 92 measure strains which occur in the flange 91 due to a force in a tangential direction of a circumferential surface of the roller 7 acting between the roller 7 and the drive wheels of the vehicle.
