PROBLEM TO BE SOLVED: To attain a forming process which affects little a back part in relation to a folded paper bundle. SOLUTION: In a forming unit, a third lateral pressing member 84 and a paper bundle loading member 86 hold a portion other than a back peripheral part 2b of the folded paper bundle 2 in the thickness direction. A back pressing unit presses a back pressing face 60a formed on a back pressing member 60 against the back part 2a of the held paper bundle 2, so as to press the back part 2a of the paper bundle 2 in the direction of the front edge. A first lateral pressing member 74 and a second lateral pressing member 80 compress the back peripheral part 2b of the paper bundle 2 of which the back part 2a is pressed, in the direction of the thickness of the paper bundle 2, so as to form the back part 2a and the back peripheral part 2b of the paper bundle 2.
