PROBLEM TO BE SOLVED: To provide an electrophotographic printer capable of maintaining high quality by preventing base fogging, and to provide an electrophotographic printing method.

SOLUTION: The electrophotographic printer 1 using developer composed of two components of toner and carrier includes: an OPC photoreceptor 3 where an electrostatic latent image is formed, and the toner is stuck to the image line part of the electrostatic latent image by a developing device 5; a removal photoreceptor 103 on which an electrostatic latent image corresponding to the non image line part of the OPC photoreceptor 3 is formed. The removal photoreceptor 103 is arranged facing the OPC photoreceptor 3 at a prescribed space on the downstream side of the developing device 5 in the moving direction of the OPC photoreceptor 3.
