PROBLEM TO BE SOLVED: To provide an electrophotographic printer capable of preventing ground fogging and of keepng satisfactory quality and to prevent an electrophotographic printing method. SOLUTION: The electrophotographic printer is equipped with an OPC photoreceptor 3 stuck with the toner charged by a development device 5 in a printing image area 3B of an electrostatic latent image formed on a moving surface and a non-printing image area toner removing device 100 arranged to face the OPC photoreceptor 3 in a downstream position of the development device 5 in the moving direction of the surface of the OPC photoreceptor 3. The non-printing image area toner removing device 100 is equipped with a removing roller 113 which moves in proximity to the OPC photoreceptor 3 and adsorbs and conveys the carrier by magnetic force and is imparted with the prescribed potential in such a manner that an electric field toward the removing roller 113 is formed from the non-printing image area 3A of the electrostatic latent image.
