PROBLEM TO BE SOLVED: To provide a mobile station, a base station and a cell selection method, in which the processing speed of handover between cells in the same base station can be improved. SOLUTION: The mobile station judges whether handover is handover in the base station or not on the basis of a receiving signal and notifies a handover request indicating the judged result to the base station. The base station judges whether handover is handover in the same base station or handover between base stations on the basis of the handover request, and when the handover is handover in the base station on the basis of the judged result, handover processing in the base station is performed on the basis of a threshold of a CQI receiving level for handover in the base station.
