PROBLEM TO BE SOLVED: To provide a dry foundation inexpensively constructible in a short construction period, and without reducing an outward appearance even by damage of a concrete panel being an external facing plate; and its construction method. SOLUTION: This dry foundation 100 uses the concrete panel 11 as the external facing plate, and has leveling concrete 15 placed on a foundation constructing ground surface 13 of a building, a cross-sectional U-shaped lower runner 17 arranged on the leveling concrete 15 and inserting a lower part of the concrete panel 11, and an anchor bracket 19 having a bolt inserting hole in a base board upper part and fixing a concrete fixing member 19d in a base board lower part. The lower part of the concrete panel 11 is inserted and erected in the lower runner 17, and the anchor bracket 19 is threadably attached to a back face 11b of the erected concrete panel 11 by a bolt 21 inserted into the bolt inserting hole, and a mat foundation for burying the concrete fixing member 19d is constructed by concrete placed in the lower part from the bolt inserting hole of the anchor bracket 19.
