PROBLEM TO BE SOLVED: To provide a thermoplastic polyurethane resin composition forming a film having a well-balanced combination of all of excellent moisture permeability, heat resistance and light resistance, without substantially containing an organic solvent, and exhibiting excellent stability in formability; and to provide a moisture permeable film. SOLUTION: The thermoplastic polyurethane resin composition contains (A) a thermoplastic polyurethane resin having a hard segment having a specific structure in a specific quantity and a soft segment containing an oxyethylene group in a specific quantity, (B) a lubricant and (C) three types of specific stabilizers.
