PROBLEM TO BE SOLVED: To provide a superior locking device capable of ensuring locking securely when, for example, a key is in a manager's hand without increasing cost uselessly. SOLUTION: This locking device is provided with a lock 92 having an unlocking region and a locking region and setting an insertion and pulling-out position for inserting and pulling out the key Ke at a terminal of the locking region, a locking mechanism K1 provided with an operation member 921 operating in the interlocking relationship with locking and unlocking operation of the lock 92, and a regulation mechanism K2 for regulating and preventing the lock 92 from reaching the insertion and pulling-out position just before its reach by acting on the operation member 921.
