PROBLEM TO BE SOLVED: To provide an arbitration device capable of reducing latency of bus masters. SOLUTION: In this arbitration device 1, when a control part 12 decides that a first subtraction result obtained by subtracting a bus band of a data bus 3 currently used by the bus master whose reservation request of access is permitted most recently from a bus band of the data bus 3 currently used by the bus masters 21-25 is larger than a second subtraction result obtained by subtracting a bus band of the data bus 3 reserved by the bus master which is permitted most recently from a maximum bus band of the data bus 3 when an interface part 13 receives the reservation request of the access of the bus master 21-25 to a memory 27 from the first bus master 21, the reservation request of the access of the bus master from the bus master is not permitted except the bus master whose access request is already permitted.
