PROBLEM TO BE SOLVED: To manufacture a rotary damper of such type that a valve element generating damper action is provided in a fluid passage of a rotor to move freely in the peripheral direction by sintered metal requiring no extract taper and to mold it using a simple die. SOLUTION: A cylindrical chamber 60 partitioned by a bulkhead 16 in a casing 10 is divided into a first pressure chamber 61 and a second pressure chamber 62 by a rotary vane 22 of the rotor 20. The fluid passage 70 for letting viscous fluid flow into the first pressure chamber 61 from the second pressure chamber 62 to obtain weak damper action for rotating the rotor 20 by light force is opened on both end faces 20A of the rotary vane 22.
