PROBLEM TO BE SOLVED: To provide a roller used for a break testing or speed testing machine which reduces a noise occurrence level, improves reliability, and withstands long-term use, and its manufacturing method. SOLUTION: The roller is used for a testing machine which tests at least either one of the break and speed of a wheel by allowing it to rollingly contact the wheel. At least the surface layer of the roller is made of a selected metallic material. The surface of the surface layer is subjected to the shot blast processing using shot beads having a predetermined size range to form irregularities on the periphery of the roller.
