PROBLEM TO BE SOLVED: To make a call from a fixed telephone or a portable telephone to an IP telephone terminal even in a network to which 050 numbers are not assigned because certain level communication quality cannot be assured. SOLUTION: A repeating device 100 undergoes the assignment of an IP telephone number at a quality guarantee side. A manufacturing number management device 620 corresponds, stores, and manages the IP telephone number assigned to the repeating device 100 and a manufacturing number of a radio IP telephone 210 of the non-quality guarantee side to which an IP telephone number is not assigned. Here, if a general telephone set 510 calls an IP telephone number corresponding to the manufacturing number of the radio IP telephone 210, the call information is transferred to the repeating device 100. The repeating device 100 acquires a manufacturing number corresponding to the IP telephone number which is called by the general telephone set 510 from the manufacturing number management device 620, and repeats the call information to the radio IP telephone set 210 based on the manufacturing number.
