PROBLEM TO BE SOLVED: To provide a water-soluble metalworking fluid suitable for applying to metalworking concerned with cobalt-containing metal, excellent in rust preventative property, weak in cobalt-elusion activity and excellent in antifoam property. SOLUTION: The water-soluble metalworking fluid comprises one or more amines represented by general formula (1) [wherein, R<SB>1</SB>and R<SB>2</SB>are same or different, one of them is a 2-10C alkyl and the other is H, a 2-4C hydroxyalkylene or a 2-10C alkyl; and R<SB>3</SB>is a 2-4C alkylene], polypropylene glycol (PPG) or one or more derivatives thereof, wherein PPG has 500-3,500 average molecular weight, and the derivative is added with ethylene oxide (EO) at the both ends of the PPG having 500-3,500 average molecular weight and addition rate is 15 mass% of average molecular weight of the derivative or less, or the derivative is added with the EO at the both ends of the PPG having 1,000-2,500 average molecular weight and the addition rate is 15-30 mass% of average molecular weight of the derivative.
