PROBLEM TO BE SOLVED: To provide a high tide flood floating building capable of avoiding the incursion of water by floating itself even if a tsunami, a typhoon and a high tide occur and its construction method. SOLUTION: The high tide flood floating building is equipped with a vessel structure pool type foundation buried in the ground, provided with an opened upper surface and equipped with a side wall and the base. A barge type floating body is put on the foundation base, an anchor pole is extended vertically downward from the floating body bottom section by combining with the barge-shaped floating body, and the anchor pole is combined with an interlocking member by integrally having the foundation and the interlocking member on the foundation base. An inlet of the high tide communicated with the inside of the foundation is provided, the floating body can float vertically upward when a high tide flood is flooded from the inlet to become a flooded state, and flow of the floating body caused by flowing water can be prevented by jointly fixing the anchor pole to the interlocking member.
