PROBLEM TO BE SOLVED: To provide a direct discharging measure in facilities having a rainwater-retaining basin. SOLUTION: According to the rainwater-retaining facilities in a sewerage system, when water in the rainwater-retaining basin 6 reaches a predetermined storage quantity, treatment objective water is not supplied to the rainwater-retaining basin 6 but is discharged directly to public water areas via an alternative channel W1. Herein, a swirl solid-liquid separator 5 is arranged across the alternative channel W1, and solid components in the treatment objective water supplied to the alternative channel W1, are removed by the swirl type solid-liquid separator 5, followed by discharging the treatment objective water to the public water areas.
