<P>PROBLEM TO BE SOLVED: To protect the copyright of an image content, and to promote the sales of the image content by allowing a user to view an image with high quality. <P>SOLUTION: In an image encoder 100, encoding parts 10, 12, 14, 16 and 18 encode animation data. A quality information adding part 18 adds a prescribed setting value to the encoded animation data in order to perform display while changing the quality with the passage of time.
