<P>PROBLEM TO BE SOLVED: To perform high-speed recording and high-density recording relating to an information recording medium or the like. <P>SOLUTION: An inorganic film is formed by sputtering while applying a bias voltage to shift substrate voltage potential in the negative direction, or a laminated film is formed by applying energy after applying an organic film, and irregularities are maintained even after lamination.
