PROBLEM TO BE SOLVED: To inexpensively realize a data transmitter and a data receiver in which encoded data transmitted from the transmission side can be surely decoded on the receiving side. SOLUTION: A license information adding means 6 adds license information to decodable decoder program stored in a decoder program storing memory 3 and the decoder program with the license information is transmitted from a transmission means 7 in the data transmitter together with encoded data stored in an encoded data storing memory 1.
