PROBLEM TO BE SOLVED: To safely set an application to a mobile terminal attached with an IC chip. SOLUTION: The IC chip 2 receives the application for the mobile terminal and the application for the IC chip, via the mobile terminal 3, the application for the IC chip is stored in a memory, a hash value as to the application for the mobile terminal is found to be stored in the memory, and the application is thereafter transmitted to the mobile terminal 3. The mobile terminal 3 receives the application for the mobile terminal from the IC chip 2 to be stored. The mobile terminal 3 finds the hash value of the application for the mobile terminal to be executed, to be transmitted to the IC chip 2 together with a use request. The IC chip 2 reads out the hash value corresponding to the received request from the memory, in response thereto, collates it with the received hash value, and allows use of the application for the IC chip when consistent.
