PROBLEM TO BE SOLVED: To provide an inexpensive material for spring having excellent elasticity and solderability. SOLUTION: A steel slab composed of a continuously cast steel is rapidly cooled after hot-rolling at high rolling-reduction to make a hot-rolled plate having the structure in which martensite is dispersed in ferrite. Successively, the annealing is applied after primary cold-rolling to this hot-rolled plate and further, a secondary cold-rolling is applied and the steel sheet having elasticity is subjected to Zn-plating so as to form a surface-treated layer for improving the solderability on this steel sheet surface.
