PROBLEM TO BE SOLVED: To improve luminous intensity and an open area ratio of a light-emitting element formed on a fiber. SOLUTION: The light-emitting element has the fiber 2 as a substrate made of a transparent insulating material with an almost circular cross section, on which a transparent electrode film 3 is formed. Further, a light-emitting layer 4 and a reflecting layer 5 are formed on the transparent electrode 3. By forming in a given range an area each for the light-emitting layer 4 and the reflecting layer 5 and an opening part 6 where neither the light-emitting layer 4 nor the reflecting layer 5 is formed, light emitted from the light-emitting layer 4 can be efficiently irradiated from the opening part 6.
