PROBLEM TO BE SOLVED: To provide a nonalcoholic fermented rice liquid for cosmetic use, having high moisturizing effect and rich in natural amino acids known as the main components of a natural moisturizing factor (NMF) and provide a method for producing the liquid. SOLUTION: The nonalcoholic fermented rice liquid for cosmetic raw material is produced by growing lactobacillus and generating nitrous acid for exterminating wild yeast in the 1st step of the process for the production of the fermented rice liquid, generating lactic acid in the 2nd step and adding a yeast developed by the inventor's company in place of adding a generally used sake yeast and fermenting to an alcohol content of <1%.
