PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device, with which a wear scratch on a fixing belt is prevented, a stripe mark by a contact-type temperature sensor is prevented and an offset toner collection amount can effectively be reduced without damaging mold-release property of a fixing belt surface. SOLUTION: In the fixing device 9, a recording material carrying a toner image is made to pass between an endless fixing belt 93 to which a heating roller 91 and the fixing roller 92 are wound and which is travel-driven and a pressure roller 95. The device is provided with the contact-type temperature sensor 99 detecting a temperature within an image forming range. Surface layers of a tension roller 98 and a cleaning roller 97, which are one or a plurality of abutting materials that are brought into contact with the fixing belt 93, are made by the same material as a surface layer material of the fixing belt 93.
